Mega Menu is a header extension that puts one rich navigation across every site: top-level entries open panels of grouped links with short descriptions and an optional promo tile. It is keyboard-operable, works on click or hover, and per-link audiences hide links from people they don't apply to. The whole menu is one list in your home site, so it is edited in one place.
A site-wide extension sits in the header or footer of every page on a site. You add it once per site, and it appears everywhere.

- A SharePoint list:
MegaMenu. The web part's Set up lists button creates it on your site, and you choose which column means what in its settings.
